New York, 8th May 2026 – Ministry of Home Affairs and Internal Security Permanent Secretary, Mr. Dickson Matembo, has reaffirmed Zambia’s steadfast commitment to implementing the Global Compact for Migration, underscoring the country’s notable progress in aligning migration governance with international standards through policy reforms, legal advancements, and strengthened institutional coordination.
Delivering Zambia’s National Statement during the Second International Migration Review Forum (IMRF) at the United Nations (UN) Headquarters, Mr. Matembo reaffirmed that the Government remains fully committed to promoting safe, orderly, and regular migration that supports sustainable development, regional integration
He highlighted key milestones including the 2022 National Migration Policy, the establishment of the Anti-Human Trafficking Department and operationalisation of a National Referral Mechanism for vulnerable migrants, and the creation of a Skills Advisory Committee to address labour migration and protect Zambian workers abroad.
He underscored the recent enactment of the Immigration Control Act in April 2026, which introduces progressive provisions such as a Self-Employment Permit for refugees.
The Permanent Secretary also noted the launch of the Integrated Migration Management Information System in 2025 to improve disaggregated migration data for evidence-based policymaking.
While commending these achievements, Mr. Matembo acknowledged persistent challenges including porous borders, resource constraints, data gaps, and the absence of advanced passenger monitoring systems such as Advance Passenger Information and Passenger Name Record.
Mr. Matembo reiterated that further progress requires enhanced coordination, greater investment, and stronger partnerships.
The IMRF, convened by the President of the General Assembly, H.E. Ms. Annalena Baerbock, opened with urgent calls to accelerate Global Compact for Migration implementation amid global conflicts, climate change, and deepening inequality.
UN Secretary-General António Guterres framed the Review as a test of the UN’s commitment to safety and human rights,
The Zambian delegation is led by Mr. Matembo who is accompanied by Commissioner for Refugees, Mr. Tovine Kaneneka, Mr. Enos Chibombe, Deputy Director General – Immigration and other senior government officials to the Forum which ended on 8th May 2026.
